수원시 마을만들기

 수원시 마을만들기의 3원칙은 ①주민요구와 역량에 맞는 사업추진, ②공익성과 시대성을 반영, ③마을르네상스 정체성 확립이다. 
  마을만들기 공모사업은 주민들의 공동체와 지속가능한 마을발전에 도움이 될 수 있는 사업을 발굴하고 지원한다.  
 본 연구는 공모사업의 운용현황을 파악하고 향후 발전방향을 모색, 제안하였다.  
 현황파악을 위해 제도기준과 운용실적(2012년~2015년), 그리고 2016년까지 5회 이상 공모사업제도에 응모한 주민조직을 대상으로 제도운용에 대한 인식을 조사하였다.
 개선방안은 선진사례와의 비교를 통해 도출, 제시하였다. 

 

1. 수원시 마을만들기 공모사업제도 운용현황
 ① 사업종류와 심사기준 
  수원시 공모사업은 주민들의 주제발굴사업인 일반공모(공동체프로그램, 시설/공간)와 센터가 주제를 정하는 기획공모가 있다. 그리고 한시적으로 운영되었던 주민모임 형성을 목표로 하는 씨앗공모(100만원 지원)가 있었다.   
  공모사업 선정기준은 주민참여도와 실현가능성 효과성을 주제로 하는 서류심사가 70점, 대표자1인의 사업계획발표가 30점(시설공간은 현장심사 30점)으로 이루어진다.
 ② 응모현황
  매년 지원단체 수는 약 200개 내외에서 등락을 보이며 꾸준히 응모되고 있으며, 매년 140여개 정도가 선정되고 있다. 공모사업 중 공동체 프로그램은 사업건수 면에서는 약 2/3, 사업비 면에서는 1/3정도의 비율을 차지하고 있으며, 매년 증가하고 있는 경향을 보이고 있다. 
 ※ 씨앗공모사업은 최초 도입시기인 2013년도에 12건으로 그쳤고, 조력자지원 사업이나 공모사업 선행교육사업 등으로 그 대안이 모색되고 있다.

  공모사업의 지원내용은 사업비용 지원에 한정되어 있으며, 주민역량강화 교육 및 홍보/정보제공 등의 지원사업은 공모사업과 별도의 사업(대상자, 시기 등 별도)으로 이루어지고 있는 등 공모사업과정에서의 주민활동지원은 이루어지고 있지 않다.

2. 공모사업관련 참여주민인식

  공모사업을 통한 주민조직의 형성과 지속성에 관한 인식을 설문과 인터뷰를 통해 조사하였다. 6년간 5회 이상 공모사업에 응모한 단체 33개 단체 중 동행정 운용 사회단체 5개와 2005년도 이후 사업신청 하지 않은 3개 단체를 제외한 25개 단체를 대상으로 하였다.

  공모사업을 활용한 주민조직 구성원들은 수원시 마을만들기의 주도주체는 행정과 주민이 공동주도(54%), 주민조직이 주도(38%)로, 주민중심의 제도운용으로 인식하고 있다.

한편, 많이 발생하는 구성원간 이해충돌(87%)에 대해 조직 내부적으로 해결하지 못하는 경우는, 대부분 행정의 조정에 기대고 있으며, 행정이외 제3자의 조정은 전무하였다.

  수원시와 마을만들기 조직간 협치에 관한 인식은 비교적 긍정적으로 인식하고 있다. 특히, 공모사업에 대한 만족도는 주민인식이 센터가 인식하는 정도보다 높은 것으로 확인되었다.
  다만, 행정과 주민조직 상호간 공익성에 대해 가장 낮은 신뢰도를 보이고 있다. 따라서, 향후 상호간 의견을 수렴과 전달, 피드백 과정에 대한 보완을 통해 상호 신뢰를 높이기 위한 방안이 요구된다.

3.  수원시 마을만들기 공모사업 방안

0726-시정연구원 그래프 시안9.jpg  마을만들기 공모사업 제도는 현재 사업성위주로 평가하고 심사는 서열을 매겨 지원대상을 선정하는 것에 주안점을 두고 운영되고 있다. 
  수원시 마을만들기의 3대원칙을 돌아보고, 제도운용 전과정(심사 포함)에 있어 주민들의 주체적인 공동체 활동을 지원‧유도하고, 공모사업 참여과정 자체가 지역공동체성 확산과 주민조직간 상호교류와 협력을 유도할 수 있도록 개선되어야 한다.
  우선 공모사업 과정은 공동체성 확인의 1단계, 사업성도 확인하는 2단계 구조로 재편하여야 한다.
  ①‘심사과정 측면’에서 지역공동체성의 중심의 심사, 공개적 심사의견제시 및 평가를 통해 참여주민 모두의 심사과정을 통해 관련 학습 및 역량강화의 기회로 활용하여야 하며, 공모사업 참여자들의 합의에 따른 제도 변용 등이 가능하여야 한다. ②‘주민활동지원 측면’에서 돈을 지원하는 것에 그치는 것이 아니라 지역공동체활동을 확대하고 주민주체의 유지관리 유도할 수 있도록, 현장활동의 지원, 확인과정이 필요하며, 사업과정에서 공모사업 경험자와 신규참여자간의 상호교류를 지원‧유도하여야 한다.
